It proposed modifications to the banking rules to reduce the liability of bank stockholders. “No” Votes – 352,428 – 27.65%“Yes” Votes – 922, 237 – 72.35% Note: Although this measure gathered more "yes" votes, it did not pass because at the time of the vote, Illinois required that amendments receive a vote of more than 50 percent of those voting in the election. There were 3,274,814 voters in this election, requiring at least 1,637,408 “yes” votes for the measure to pass.
