This is followed by: "The following Proclamation is appended to the Message:" which has the complete text of the: 'Proclamation" signed: Abraham Lincoln, in which he makes an offer to the Confederates States to re-join the Union. Then are the reports of the Secretary of Navy and the Secretary of War, which carry over to page 2. A wealth of fine, reflective commentary on the events of 1863, a turning point in the Civil War.
