The photo is a graphic representation--the actual item will have aluminum where this image shows white. If you want me to punch the drill holes, contact me and I will put up a special listing for this service (it will be $5 and will be done with a punch and die set, not a drill). If you want to use one like this for your VIN, ID number, etc., let me know and I will modify your plate to have a pad to be punched or engraved with your number (or, I can print your number in that space for $10).
