Amnesty for One and All: Gerald Ford stunned the nation by granting a "full, free and absolute pardon" to Richard Nixon. That solved most of Nixon's mounting legal problems, but it left a gnawing question: had justice been done? Ford, meanwhile, was putting the final touches on a policy of limited amnesty for Vietnam era deserters and draft evaders.
