Amnesty for One and All: Gerald Ford stunned the nation by granting a "full, free and absolute pardon" to Richard Nixon. That solved most of Nixon's mounting legal problems, but it left a gnawing question: had justice been done? Ford, meanwhile, was putting the final touches on a policy of limited amnesty for Vietnam era deserters and draft evaders. From reports by Newsweek's Washington bureau, Senior Editor Larry Martz tells the story of Nixon's pardon, while General Editor Richard M.
