Edmund Clubb assumed the post of Director of the State Department's Office of Chinese Affairs in July 1950, he had been in the U.S. Foreign Service for a full twenty-two years. A senior member of the Department's small corps of China experts, the 'China Service,' Clubb had an imposing record of service in a variety of positions of responsibility and trust in China, Indochina, and the Soviet Union. This was a time, however, when a political mania had gripped Washington. The cold war had begun, and the Truman administration had initiated a loyalty-security program for the surveillance of government employees. Politicians purported to perceive, in the executive branch of the government, signs of a pervasive 'Communist conspiracy,' particularly in connection with 'the loss of China' to the forces of revolution. 'McCarthyism' had been born, and 'ex-Communists' were making sweeping charges before congressional committees. The Korean War had just broken out. The State Department and the Foreign Service were under demagogic attack. It was in such a climate that a number of prominent China Service officers were scrutinized and intensely questioned by the State Department's loyalty-security forces.
